It is very rare to find relevant training reports or for behavioral data relating to final training decisions in this case training and also rarely find formal evaluation activities that describe the initial conditions and process of activities. This study uses a qualitative method. This type of research is evaluation research to determine data sources in the form of purposive or purposive samples. Data collection techniques consist of interviews, observation and documentation. Data analysis techniques are, data reduction, data presentation and conclusion drawing. It can be concluded that: The context in the policy or the basis of this training program is that community consultations on development planning are held every year from the village. In addition, it can also be seen from the aspects of training implementation, including organizing training participants. training can recognize cellphone components and identify damage to hardware and software.
